Last December, the federal government and all provinces except for Saskatchewan and Manitoba, signed a Pan- Canadian Framework on Clean Growth and Climate Change. The document is a strategic pathway for Canada to reach 30% GHG emissions reductions below 2005 levels by 2030. It stands on four main pillars: carbon pricing, complimentary actions, adaptation and climate resilience, and clean technology, innovation and jobs. According to the latest Environment and Climate Change Canada (ECCC) projections of GHG emissions, the policies legislated as of November 1, 2016, will get the country to 742 Mt of CO2 equivalent (CO2e) by 2030, substantially short of the proclaimed goal of 523 Mt CO2e (Figure 1).
